TOC Reduction and ARI Initiatives
Spectrum Sciences, Inc. has proven experience and personnel for researching, developing, and determining bottom-line Total Ownership Costs (TOC) and savings realized through Affordable Readiness Initiatives (ARI). Our personnel have participated in the complete process from the concept exploration or initial identification and selection of the system to be studied, through the initiative review board, acceptance, funding and implementation. We have also worked closely with the NAWCAD 4.2 cost analysis to improve the cost templates and details of the ARI/TOC process. Examples of these experiences are:
Developed, prepared and submitted TOC initiatives for the LOX to OBOGS retrofit and CRU-103/P oxygen regulator retrofit and standardization programs. Both initiatives have been approved and funded for implementation. The approval of the TOC initiatives generated the interest of other program offices and established a standard within PMA-202.
Developed, prepared and submitted and Affordable Readiness Initiative and TOC initiative for the CRU-103/A oxygen regulator panel mounted variant retrofit that will replace the current 39 different type/model/series oxygen regulators. The ARI is currently approved and waiting FY-02 funding for implementation. Working with the original equipment manufacturer of the OBOGS installed in JPATS, Spectrum Sciences, Inc. assisted in the development, preparation and submittal of an Affordable Readiness Initiative (ARI) to retrofit and upgrade to the new JPATS derivative OBOGS concentrator that will replace GGU-7/A legacy concentrator.
