Program:                    Aircrew Systems (SETD)

Contract Number: N00421-89-M-5102
Period of Performance: 18 MAY 89 to 30 SEP 89
Contract Agency: NAVAIRTESTCEN

Notional Work Performed:
Spectrum Sciences Human Factors Engineers used the Micro SAINT software program to build a Model of the ASW operators (sensor station 1 & 2 ) interacting with the acoustic processor while performing a typical ASW mission.  The Micro SAINT model was then used to simulate random delays induced by the Enhanced Modular Signal Processor (EMSP).  The results were used to determine whether the delays caused any significant problems with the mission.

Program:                    NATC Staff (SETD)

Contract Number: N00421-90-C-0184
Period of Performance: 18 JUL 90 to  18 JAN 90
Contract Agency: NAVAIRTESTCEN

Notional Work Performed:
Spectrum Sciences Engineers, under the SBIR 90.1 program, are developed a Solid State Flight Data/Voice Recorder (SSFD/VR) for use in military aircraft.  Phase I provided the research to select the best data compression scheme for storing the collected flight parameters.  Also, we implemented a voice data compression scheme that reduced the real time voice samples to a 4800 bit per second data stream.  Phase II enabled SSI engineers to complete the design of the system and build a working prototype that led to full scale development.

Program:                    Portable Data Processing System (AFFTC)

Contract Number: F04611-90-C-0193
Period of Performance: 31 AUG 90 to 05 NOV 90
Contract Agency: AFFTC (AFSC)

Notional Work Performed:
Spectrum Sciences, Inc. designed of two computer based data processing systems to read, decommitate, and display data from a real-time Pulse Coded Modulation (PCM) data stream and from an IRIG-B time signal.  Each system is to include a bit synchronizer and PCM decommitator.  computers and all hardware were flight qualified from sea level to 8000 feet pressure altitude and were able to withstand temperatures from 0 to 50 degrees Celsius.  Data from the PCM stream were recorded on flight qualified internal hard drives (380 MB SCSI archiving disk with caching software), and the system had a 40 MB hard disk for housekeeping.

Program:                    Voice Digitizer, SSFD/VR Recording System

Contract Number: N00421-88-D-0345
Period of Performance: 01 AUG 89 to 30 AUG 90
Contract Agency: NAVAIRTESTCEN

Notional Work Performed:
This task was performed as a Consultant to MANTECH Technical Services, INC.

A prototype data recorder was designed and fabricated under this task.  This system was built as a test bed to be used for evaluating different technologies to be incorporated into the Solid State Flight Data Recorder. Also under this contract Spectrum Sciences provided support for the development of a voice data compression scheme.  Working closely with Motorola Inc. a prototype Printed Circuit was developed and interfaced with the test bed.

Program:                    IR&D Database Support

Contract Number: N00421-88-D-0345
Period of Performance: 20 AUG 90 to 30 JUN 91
Contract Agency: NAVAIRTESTCEN

Notional Work Performed:
This task was performed as a Consultant to MANTECH Technical Services, INC.

Spectrum Sciences provided engineering support to establish procedures for compression and distribution of the annual IR&D database provided by DTIC and Installing the 1991 release of the database.  They are also providing for analysis and modification of the current database in areas where the search process takes excessive amounts of time.  Other modifications of the database include the inclusion of a provision to search the database across several years of IR&D data.  Engineering services are also required to install optical character recognition hardware, hard disk drives, and printers on the NAVAIRSYSCOM and NAVAIRTESTCEN IR&D computers for use with the Office of Naval Research (ONR) SBIR remote database. Finally, analysis and modifications of the SBIR communications link to the central ONR database needs to be provided and any problems which are identified need to be corrected.
